The Department of Co-operative Governance and Traditional Affairs (COGTA) in Mpumalanga is mourning the passing away of the Chief Financial Officer (CFO), Mr Sibusiso Matsebula. MEC for COGTA, Mr Mandla Msibi, the management and all officials expressed shock at the sad news.
Mr Matsebula’s wealth of knowledge is attributed to the Department’s string of clean audit achievements over the past five years. “Mr Matsebula was an epitome of black excellence. He had a gift of the garb and was a rare breed, far ahead of his time. His death is a major blow not only to our department but the entire province,” Mr Msibi lamented.
He is credited for putting financial control measures for compliance in accordance with the Public Finance Management Act (PFMA) and other financial prescripts, which created a strong foundation for the department’s financial management. He was a strong proponent of fiscus discipline which guided the department’s spending patterns.
His philosophy of treating every day as an audit day, without waiting for the Auditor-General to perform an audit in the department’s financials was a secret recipe for the department’s clean audit achievements. Mr Matsebula had a stint in various provincial departments before joining COGTA. The Department has conveyed condolences to the late CFO’s family and wished them strength during this bereavement period.
A memorial service will be held on Tuesday and his funeral will take place on Wednesday.
