EXCO APPROVES DDM ONE PLANS IN A QUEST TO ACCELERATE SERVICE DELIVERY AND INFRASTRUCTURE DEVELOPMENT IN THE PROVINCE
Members of the Executive Council (EXCO) have attended a special sitting of EXCO on Thursday to discuss among others, the approval of District Development Model (DDM) one plans. The plans are a tool for the advancement of service delivery for the residents of Mpumalanga. This as the country prepares for the festive season.
The Premier, Mr. Mandla Ndlovu says while he recognize the necessity of Members of the Executive and government officials to go on holidays however, this should not supersede the state’s obligation to provide services such as health, water and safety among others, that people are yearning for. He urged them to ensure that all services are accessible during the festive period.
Key to the sitting of the special EXCO was the approval of the District Development Model (DDM) one plans and a Section 106 report of the Nkomazi Local Municipality.
1. DISTRICT DEVELOPMENT MODEL (DDM) ONE PLANS
Since the introduction of the District Development Model (DDMs) in 2019, South Africa has been implementing the model as a blueprint of joint project planning by the national, provincial and local government spheres.
In Mpumalanga, the DDM One plans are institutionalized in the three Districts of Ehlanzeni, Gert Sibande and Ehlanzeni to improve service delivery through joint planning. The DDM plans were presented after a reviewal process, for approval by EXCO before 31 December 2025.
EXCO noted that the DDM One Plans have a total of 255 catalytic projects in the three districts, with an estimated total value of R131,8 billion. Of these projects 121 are located in Ehlanzeni District, while 73 and 61 of them are in Nkangala and Gert Sibande Districts respectively. They include roads construction, building of housing units and electrification, farming and development of sports facilities.
In a quest for job creation and economic growth, EXCO view the projects as one of the catalysts for the achievement of the apex priorities of the 7th Administration, of driving inclusive growth and job creation, reducing poverty and the cost of living, as well as building a capable, ethical and developmental state. It was noted that the projects will propel job creation, spatial transformation, economic growth and improved service delivery.
EXCO approved the reviewed plans and recommended them for submission to the Minister of Cooperative Governance and Traditional Affairs in line with the DDM regulations.
2. SECTION 106 REPORT FOR THE NKOMAZI LOCAL MUNICIPALITY.
The outcomes of a Section 106 report of the Nkomazi Local Municipality was presented to the special EXCO sitting. The report is an outcome of an investigation which started in June 2025 and completed in November 2025 to determine a broad range of allegations of maladministration, fraud, corruption and malpractices.
The investigation was conducted within the context of the priorities of the 7th Administration, chief among them is building of a capable state, ethical and developmental state. The findings depict the Municipality’s weaknesses on governance, financial management and service delivery performance areas.
EXCO noted the recommendations contained in the report as remedies for the identified malpractices. Key among them is the implementation of consequence management against officials cited in the report and the recovery of funds where financial lapses occurred.
EXCO further noted an improvement in key areas of performance by the Nkomazi Local Municipality since the appointment of an Acting Municipal Manager.
EXCO resolved that the Section 106 report be referred to the Municipal Council for implementation in line with applicable prescripts.
